The State of Ohio has flown the whole state for aerial photography and lidar for elevations, all tied to gps coordinates. You can now download (free) on a county by county basis the aerial and DEM files. They are available in several different formats. The DEM files are broken down in 5000' by 5000' areas, 2.5' cell size, available in formats ASCII, las, and ERSI.

The Question: Any other states/provinces doing this?

I haven't tried to download any information from them, but understand that their system is just like that described in your post.
They are using it for their Flood Plain Mapping and GIS Services.
